El primer protom\u00e9dico fue Miguel O\u00b4Gorman, tambi\u00e9n primer higienista que tuvo la Argentina. Durante su gesti\u00f3n dict\u00f3 normas sobre abastecimiento de agua potable, construcci\u00f3n de letrinas, reglamentaci\u00f3n de cementerios y tratamiento de la basura.
